Lastly-adopted methodology in interpreting history

If roaring masses took to the street across Egypt holding Nasser’s picture high and chanting slogans quoting some of his words, some say “those are the deceived naïve people who are gathered by a whistle and dispersed by a whip!

If it was proven that national independence, free will, social equality, and that freedom of expression is connected to freedom to work and eat, and that Arab solidarity and Egypt’s national role were foundations laid down practically and actually in his time and through his policies, and that the future of our country relies on reviving such concepts and building over them to complete what was already achieved before, some say “those are worn-out old concepts and even if they were true and necessary at that time, he did it on the expense of democracy!

If people started talking non-stop about his achievements and his memory was revived through praising his principles, stances, and role in the international liberation movement in places very far away from Egypt; in Latin America and in the heart of the African and Asian continents, some say “those are shallow-minded impressionists who have never experienced his tyranny and dictatorship”!

If authentic and certified international scientific studies have affirmed that the High Dam was the first engineering project in the twentieth century, and that industrialization in many fields was pioneering in the African continent and the middle east, and that the first five-phase plan was an outstanding achievement, some say “but the dam has deprived us of sardines and has drown the animosity of the World Bank, the West, and America, and that industrialization, development, and the social aspects involved have helped smear the great liberal era under the reign of the late king, the British base in Suez Canal, and control practiced by the eastern secretary in the British embassy in Egypt!

If it was said that applying nationalization on Suez Canal was an excellent patriotic decision, and that the 1956 Suez War was the historical moment signaling the decline and termination of old colonialization, and that modern history is categorized in some aspects into pre-Suez War era and post-Suez War era, some say “it was a hasty reckless decision for the Canal concession contract was due to end in 1968 and that there was no need for that ‘fight’”. If you reply back that Gibraltar concession was also due to end in 1968 but is still under their control until now and that history has proven that the British have never let away such an important monopoly like that of the Suez Canal, they say “we should have waited to 1968 and then see”!

If you tell them that the Egyptian soft power has enjoyed a roaring success during his era; in Cinema, theatre, folkloric arts, magazines open for all political schools like at-Talie’a[1] for the Marxist Left, al-Kateb[2] for the National Left, al-Magalla[3] for Liberals, as-Siyasa al-Dawliya[4] for true academics, and all opinion and literature sections in Al Ahram newspaper embracing all ideologies and their representatives like Louis Awad[5], Lutfi al-Kholi[6], Tawfiq el-Hakim[7], Naguib Mahfouz[8], Moa’nes[9], Fawzi, Bent el-Shati[10], Salah Jahin[11], and others, they say “all this worth nothing in the absence of the great liberal democracy”!

I learnt through my academic study in history department – before and after earning my bachelor degree – and then through practicing the profession of reading and the hobby of writing that there is no such thing as neutrality in adopting an opinion, nor in the theoretical processing of human phenomena; whether social or non social, and that there is no identical matching between neutrality, in the literal meaning of the word, and objectiveness, for the latter could be described in a way or another as a biased stance toward a certain interpretation as per the facts, evidences, and criteria we have, and discipline tools we adopt in our research and readings. That’s why despite facts and incidents are the same in a certain historical context, we can spot differences in analysis, evaluation, and extracting morals – if I can say – from one researcher or historian to another.

However, sometimes we meet people who happened to be writing in journalism and who have relentlessly dedicated themselves – as if it was a divine message delivered to them – to staging continuous attack on July 1952 revolution, Nasser, and “military men” as they like to call our great Egyptian army. We could have discussed what they say and agree or disagree to some of it unless I discovered – as I was one of those who happened to participate in such arguments – that those gentlemen have no discipline rules, scientific basis, or any near-logic criteria at all supporting their opinions; those who have consecrated themselves for assassinating July revolution, Nasser, and what they call “military men”. At this time – I here present my judgment according to my own belief that I established and accumulated through tens of discussions – one shall choose to adopt a stance of three; either you stay silent and get yourself busy doing something useful, or you consider the whole matter an interesting folkloric show and hence it would be even more interesting if discussion turned into drawing more attack and criticism, or you resort to what many research disciplines’ professors consider as “the lastly-adopted methodology in interpreting history”; that is the psychological analysis.

I may say it’s sometimes useful; that is when you discover that some of them hate to see his father’s image in Nasser; the father who might have adopted the Nasserism ideology or was a man of the Nasserist era, and because they are incapable of assassinating the tyrant or careless Patriarch father deep in their mind, they tend to assassinate the symbol. You may also discover that some of them are actually avenging themselves by assassinating a certain phase of their own personal history when they were Ba’thists[12] or Nasserists and not liberals, of course this is after they had experienced how nice the Parisian Liberalism or Sadat’s Infitah[13] is as the former granted them academic positions in university and the latter guaranteed them jobs in a print!

The 44th anniversary of Gamal Abdel Nasser leaving our world is due next Sunday. The biggest commemoration he can receive is that he is still well remembered and still a matter of dispute after all these years… He is eternal in the conscience of these roaring masses that have and will never be gathered by a whistle and dispersed by a whip as proved by Jan 25, June 30 revolutions and before them was the brave resistance of this people witnessed since Napoléon Bonaparte invaded Egypt until Jan 1977.

أبغض الحلال فى تفسير التاريخ

إذا خرجت الجموع الحاشدة فى مختلف أنحاء مصر تحمل صوره وتردد شعارات تتضمن مواقف وكلمات له، قالوا إنهم السذج المغيبون الذين تجمعهم زُمارة ويفرقهم كرباج!

وإذا تبين أن الاستقلال الوطنى والإرادة الحرة والعدل الاجتماعى وارتباط حرية الكلمة والموقف بحرية الرغيف وحق العمل، وأن التضامن العربى ودور مصر القومى ثوابت أرسيت عمليا وبالممارسة فى عصره وسياساته، وتأكد أن مستقبل الوطن مرتبط بإحيائها والاستمرار فيها والبناء على ما أنجز فى مرحلته، قالوا إنها مضامين بالية، وحتى وإن كانت صحيحة ولازمة فإنه فعلها على حساب الديمقراطية!

وإذا تجدد الحديث عنه بغير توقف، والاحتفاء بذكراه، والإشادة بمبادئه ومواقفه ودوره فى حركة التحرر الوطنى العالمية هناك بعيدا جدا عن مصر - أى فى أمريكا اللاتينية، وفى العمق الإفريقى والآسيوى - قالوا إنهم انطباعيون سطحيون لم يكتووا بنار طغيانه ودكتاتوريته!

وإذا أكدت الدراسات العلمية العالمية الموثقة والموثوقة أن السد العالى هو المشروع الهندسى الأول فى القرن العشرين، وأن التصنيع فى مجالات متعددة كان رياديا فى القارة الإفريقية وفى الشرق الأوسط، وأن الخطة الخمسية الأولى كانت إنجازا محترما، قالوا لكن السد حرمنا السردين واستعدى علينا البنك الدولى والغرب وأمريكا، وأن التصنيع والتنمية والأبعاد الاجتماعية ساعدت على تشويه الحقبة الليبرالية العظيمة فى ظل حكم جلالة الملك ووجود القاعدة البريطانية وتحكم السكرتير الشرقى فى السفارة البريطانية!

وإذا قيل إن تأميم قناة السويس كان قرارا وطنيا بامتياز، وأنه ورغم عدوان 1956 كان الإشارة التاريخية لانحسار وزوال الاستعمار القديم، وأن التاريخ المعاصر يتحدد فى بعض جوانبه بالتمييز بمرحلة ما قبل السويس وما بعد السويس، قالوا إنه كان قرارا أرعن متعجلا، لأن عقد امتياز القناة كان سينتهى حكما عام 1968 وكان لا داعى لهذه «العركة»، فإذا قيل إن عقد «جبل طارق» كان موقوتا أيضا عام 1968 ولم يتركوه حتى الآن، وأنهم لم يثبت أبدا تركهم لاحتكار بأهمية القناة، قالوا: كان علينا أن ننتظر لثمانية وستين وبعدين نشوف!

وإذا قيل إن القوة الناعمة المصرية بلغت ذروة من ذراها فى عهده، فكانت السينما والمسرح والفنون الشعبية والمجلات المفتوحة لمختلف الاتجاهات كالطليعة لليسار الماركسى، والكاتب لليسار القومى، والمجلة للاتجاه الليبرالى، والسياسة الدولية للأكاديميين الجادين، وصفحات الرأى والأدب فى الأهرام لكل هذه الاتجاهات وممثليها من لويس عوض ولطفى الخولى إلى الحكيم ومحفوظ إلى مؤنس وفوزى إلى بنت الشاطئ وكذلك صلاح جاهين وغيرهم، قالوا: إن ذلك كله لا يساوى شيئا فى غياب الديمقراطية الليبرالية العظيمة!

ولقد تعلمت فى مقاعد الدراسة بقسم التاريخ - قبل وبعد الليسانس - ثم خلال الممارسة العملية لحرفة القراءة وهواية الكتابة؛ أنه لا حياد فى المواقف ولا فى المعالجات النظرية للظواهر الإنسانية، اجتماعية وغير اجتماعية، وأنه لا تطابق بين الحياد بمعناه الحرفى وبين الموضوعية، لأن الأخيرة يمكن أن تكون انحيازا بدرجة أو أخرى لتفسير بعينه بناء على ما بين أيدينا من وقائع وشواهد ومسوغات، ووفق ما نستعين به فى بحثنا وقراءتنا من أدوات منهجية، لذا فإنه رغم أن الوقائع والأحداث واحدة فى سياق تاريخى ما فإن الاختلاف فى التحليل والتقييم واستخلاص «الدروس» - إذا جاز التعبير - يختلف بين باحث أو مؤرخ وبين آخر، ومع ذلك إلا أننا قد نصادف بعضا من الذين يكتبون فى الصحافة، وقد نذروا أنفسهم بغير كلل ولا ملل - وكأنه تكليف رسالى من جهة غيبية أو غائبة - للتعريض الهجومى المستمر على ثورة يوليو وعبدالناصر و«العسكر»، كما يحلو لهم أن يسموا جيش مصر العظيم، وكان يمكن أن تتم مناقشة ما يطرحونه، والاتفاق أو الاختلاف مع بعضه، إلا أن المرء يكتشف - وأنا ممن شاء قدرهم أن يشتركوا فى مثل هذه المناقشات ـــ غياب أى قواعد منهجية أو أسس علمية أو حتى مسوغات شبه منطقية عند هؤلاء السادة الذين نذروا أنفسهم لاغتيال يوليو وعبد الناصر ومن يسمونهم «العسكر»!

وعندئذ - وأنا هنا أتحدث عن قناعتى التى تكونت وتبلورت بعد عشرات المناقشات - تعين أن يتجه التفكير إلى أن يختار المرء موقفا من ثلاثة، إما أن يلوذ بالصمت والانشغال بما يفيد، وإما أن يعتبر الأمر حالة فلكورية مسلية وحبذا لو تم تحويل المناقشة إلى استدرار مزيد من الهجوم والانتقاد، أو الرجوع إلى ما يعتبره كثير من أساتذة مناهج البحث «أبغض الحلال فى تفسير التاريخ»، ألا وهو اعتماد العامل النفسى.. وأزعم أنه مفيد أحيانا عندما تكتشف أن بعضهم يكره فى عبدالناصر صورة أبيه الذى ربما كان ناصرى الاتجاه أو الهوى أو من رجالات الحقبة الناصرية، ولأنه لا يجرؤ على «إعدام الأب البطريرك المستبد أو المستهتر» فى نظره فإنه يلجأ للإسقاط على الرمز، وربما تكتشف أن بعضهم يثأر من نفسه هو شخصيا عبر اغتيال مرحلة بعينها من تاريخه الشخصى كان فيها بعثيا أو ناصريا ولم يكن ليبراليا بعد أن ذاق حلاوة ليبرالية باريز وانفتاح السادات، وجادت عليه الأولى بوظيفة فى جامعة، وجاد عليه الثانى بوظيفة فى مطبوعة!

إن الذكرى الرابعة والأربعين لرحيل جمال عبد الناصر تحل الأحد المقبل، وأكبر تحية له هى بقاؤه محورا للجدل والاختلاف بعد هذه السنين، وخلوده مجددا فى وجدان الجموع الحاشدة التى لم ولن تجمعها زمارة ولم ولن يفرقها كرباج، ودليلى هو 25 يناير و30 يونيو ومن قبلهما ما صنعه الشعب منذ مقاومة بونابرت وحتى يناير 1977.

خالد السرجانى.. الفعل المقاوم

عشرات السنين أسمع عبارة «ما دخلش دنيا»، أى «لم يدخل الدنيا» ومعها فى السياق نفسه «أكمل نصف دينه»! ودائما ما ارتبطت العبارتان بالزواج، فالذين لم يدخلوا الدنيا هم الذين لم يتزوجوا رجالا كانوا أو نساء، وكذلك فالذين لم يتزوجوا لم يكملوا دينهم!. ولم ألتفت كثيرا ولا قليلا لتبديد غموض المعنى، خاصة العبارة الأولى التى تربط بين الزواج وبين الدنيا، لأن الثانية سهلة نسبيا حيث الإحصان من لزوميات تمام التدين! وليس الدين كما أعتقد.

ظللت كذلك إلى أن زلزلنى أو بالعامية وأظنه الأدق «لوحنى» ظهر السبت الفائت سطر قرأته على الفيس بوك ومصدره الزميل الأستاذ سيد محمود: «توفى منذ قليل الزميل خالد السرجانى وستشيع الجنازة فى بورسعيد..»!، وعندها صحت: «يا خبر أسود»، وحاولت الاتصال بصاحب الخبر فلم أتمكن ثم صمت، وبعدها ضحكت فيما أخبط كفا بكف وأتلفظ بكل ألفاظ الاحتجاج المشروعة وغير المشروعة، لأنه الضحك الذى خص به الشاعر الأشهر مصر عندما قال: «وكم ذا بمصر من المضحكات ولكنه ضحك كالبكا»! كنا، خالد وأنا ـــــ شأن ما جرى مع العديدين فى اليوم ذاته ــــــ قد تواصلنا هاتفيا ليسألنى عن الحال وليبدى وجهة نظره كالعادة فيما أكتب، ولكنه هذه المرة لم يبد كثير الإطراء كما تعود، واتجه مباشرة إلى سؤال محدد: هل انضممت للصحيفة الفلانية لتكتب أسبوعيا فوق الصحف الثلاث التى تكتب لها؟ وأجبت مفسرا ومركزا على ما انتابنى من حيرة، ولم يتردد هو عندما نصحنى أن أترك الكتابة فى إحداها حال لو راقنى الاستمرار، ثم بسرعة أضاف: على أى حال فإن هذا ليس هو الموضوع الذى طلبتك لأجله فقد طلبتك لأدعوك لعقد قرانى وزفافى مساء بعد غد الجمعة الساعة كذا فى المكان الفلاني.

وصحت متهللا: أخيراً دخلت بقدميك وقررت أن تترك الميزة التى كنا نحسدك عليها!

عرفته منتصف ثمانينيات القرن الماضي!، زكاه لى الراحل البورسعيدى أيضا، الفارس النبيل محمد السيد سعيد، ليكون من بين مجموعة من شباب الباحثين والصحفيين للكتابة فى الصحيفة التى أدير مكتبها بالقاهرة، وبسرعة شديدة تفاعلت الكيمياء بيننا فلم يتصادف مرة واحدة أن ضبطنا بعضنا وقد طمست ملامحنا الأقنعة التى كثيرا ما تطمس وجوه وشخصيات الذين يتخذون من الكتابة سبيلا لحياتهم.. فقد كان خالد بسيطا متواضعا صادقا بشوشا قارئا محترفا ولم أصادفه مرة واحدة طيلة تلك السنوات التى زادت على ربع قرن خالى الوفاض من «شنطة» كتب حديثة طازجة يحملها بيده، أو من مئات المصادر والمراجع والأفكار يحتويها ذهنه المتوقد!، وتحميها قدرته الفذة على استدعاء المعلومة، وعلى التحليل النقدى للأفكار وللمواقف، وكان كثيرا ما يجسد لى النموذج المحترف فيما يطلق عليه «علم الرجال»، وهو علم ارتبط بالحديث النبوى سواء ما يتصل بجرح الروايات أم ما يرتبط بشخصيات الرواة، سيرتهم وتكوينهم وصدقهم وزيفهم!

وبحكم ظروفه الاجتماعية - نشأة ومسارا وتكوينا - لم يكن خالد يفضل الاشتباكات العابرة اليومية فى جلسات وثرثرات مقاهى وتجمعات أهل الصنعة، ولم يقبل أن يلجأ للانتماء إلى أحد «الجيتوهات» - جمع «جيتو» - التى تضفى حماية ما على المنضوين فيها، لكنه فى الوقت نفسه لم يكن يتردد فى خوض المعارك الجادة - وليس الخناقات - إذا ما تعلق الأمر بجوهر حاضر الوطن ومستقبله، وكانت آخر مبارزاته فى هذا السياق معركة الانتخابات الرئاسية التى تمايز فيها موقفه عن موقفى مثلا، ومعركة ما أطلق عليه مشروع النهوض الثقافى الذى تبنته وزارة الثقافة مع بداية استوزار الدكتور عصفور، وكان لخالد رأى حاد فى الورقة المبدئية التى كتبها الأستاذ الكبير سيد ياسين ونشرت بالأهرام منذ أسابيع!، وكان لكاتب هذه السطور إسهام متواضع حول الجذور التاريخية لمشروع التجديد الفكرى فى مصر منذ القرن الثامن عشر!

ثم إننا - وليس خالد وحده الذى كان - كنا نحاول دخول الدنيا بطريقتنا، إذ إن جيله وجيلين قبله من المتشبثين بالحق فى الحياة عبر الفعل المقاوم منذ ما بعد نكسة 1967 إلى الآن.. فهناك جيل قبل طواعية أن ينضوى فى المشروع الوطنى الاجتماعى التحررى الذى كانت ثورة يوليو والتوجه الناصرى حلقة مهمة ورئيسية فيه، ومن ذلك الجيل تميزت شريحة مثلت الجانب الآخر فى الديالوج داخل منظمة الشباب والتنظيم الطليعى والاتحادات الطلابية، وكانت الذروتان البارزتان هما حركة 1968 وحركة 1972 بامتداداتهما التى تبلورت فى ذروة عظمى فى أحداث انتفاضة 1977 التى كان لها وجهان أحدهما اجتماعى ثقافى والآخر وطنى تحرري، وامتلأت السجون وأفرغت، إلى أن كانت «الترحيلة النفطية»، أى السفر بحثا عن القوت وعن الستر فى بلاد النفط، وكانت الحقبة التى تبلور فيها التحالف الفاجر بين الثروة والسلطة وكان لحمتها الإفساد وسداها الفساد، ووثب إلى مواقع التأثير الاقتصادى والاجتماعى والثقافى والصحفى والإعلامى كل الذين أدركوا أن دخول الدنيا يكون بشروط المرحلة، وأهمها أن تكون حضرتك شبيها بأسيادك المفسدين الفاسدين، لا أن تطلب أن يكونوا هم مشابهين لك.. ووقعت الطيور على أشكالها، وصرنا نسمع عن الوطن الذى صار شققا مفروشة، وعن الكلمة الأخرى غير تلك التى كانت «هى البدء».. كلمة مخصية لا بأس أن تؤجر وتستأجر وتنتهك، إلى آخر ما جري، ومازال الوطن ينزف دمه ونخاعه بسببه حتى هذه اللحظة!، وفى ذلك السياق بقى الذين رفضوا دخول تلك الدنيا يعيشون البتولية المعنوية بكل أبعادها لأنهم أقاموا حالة توحد بين عرض الوطن وأعراضهم، وعندما دارت دورة التاريخ، ونادى منادى الخلاص فى يناير 2011 ملبيا نداءات ظن البعض أنها تبددت فى فضاء دنياهم هى نداءات 68، 72، 77، كان خالد وكل أشباهه نماذج لاستمرار الفعل المقاوم، وأظن أن خالد السرجانى كان قد تيقن بدرجة أو أخرى أن دنياه التى هى دنيا شرفاء هذا الوطن قد هل هلالها، ولذلك أخذ قراره المؤجل بأن يستكمل مقومات دورة الحياة.. بالزواج الذى هو وجه من أوجه الديالوج الإنساني، لكنه أخذ قراره على قاعدة «قل كلمتك وامش»! وستبقى يا أخى وصديقى حيا لأن الفعل المقاوم لم ولن يتبدد.

Culture ministry officials




I used to go to seminars held by one of the most important research centres in Beirut and find the same participants’ list since those seminars started… and whenever one goes to political parties’ seminars used to be held in Tripoli or Baghdad, he meets the same faces whom he used to see and they in turn used to see him… and still when you go to conferences held by Arab nationalists, islamists or Marxists, you find the same thing… nothing changed… one can say it looks like some people became experienced in doing the same thing again and again… but ironically, nothing new is produced…

The same thing applies to some aspects in our cultural life in Egypt, especially in the ministry of culture and associations and councils affiliated to it… as if it’s a cards’ game… where cards are shuffled every time but they are still the same… moreover, this phenomenon is not to end or dwindle like all sociological phenomena… because this phenomenon of “being experienced in producing nothing new” is actually producing new generations who carry the same genes… and who can master the arts of the game… game of flattering and cajoling.

I remember when I once volunteered to conduct a seminar after a high profile journalist in the syndicate of journalism earnestly asked me to… as they feared it may turn into a heated and intense discussion unless someone can run it effectively… The discussion centered on the area of Bab el-Azab in the citadel, how to develop it and maybe establishing a hotel there.

When I arrived at the seminar, I found the hall almost full with faces flaming and sleeves rolled-up… I sat at the platform along with archeology professors, both pro and against the idea… I set debate rules for everyone to follow… that is; I wouldn’t interrupt anyone… I wouldn’t set time limit… provided that obscene words and long speeches are avoided… also, no one shall repeat what has already been said.

The discussion was heated indeed… with most important and heated comments given by my colleague, who later became a dear friend, late Bahira Mokhtar.

Then a man standing at the last row of the hall asked to speak… and then he started to flatter Farouk Hosni; then-minister of culture… afterwards, the man talked directly to me saying: “I know you won’t like what I will say… but I here assure that no culture minister had done what Farouk Hosni did for Egypt… not July 23 revolution… or Tharwat Okasha… or any other one… it’s enough for me that we were not jailed in his time like the case when Okasha was minister of culture…”… Humming started in the hall… however, the man continued his slurred speech…

I later knew that a dispute over the editor-in-chief job position of a newspaper issued by the ministry was going… Late Ragaa an-Naqqash and friend Talaat esh-Shayeb were nominated to this position until this man got it… the man who believes that Tharwat Okasha was incomparable by all means to Farouk Hosni… the man held this position even after the minister was dismissed and others followed after him.

I’m not about to assess any ministers of culture here… whether efficient and creative or just a mere government employee… also, I will not act like a wise man giving advice to the current minister… however, I’m trying to draw your attention to this phenomenon of “being experienced in producing nothing”… that phenomenon already spread in the administrative and supervising frameworks in the realm of culture… the field I believe shall lead the way in the coming era of our nations’ history like it was before in past times.

I believe anyone interested in the public affairs, especially the culture arena, know how top positions in the ministry bodies are won… however, the current minster has a unique character composition since he is a known academic… famous writer… and expert in the administrative relations governing the ministry since he was a top senior of its staff for a long time before he became a minister… also, he has some students working in some of the ministry’s associations… because of all this, I believe he can manage the game and cut the cards well… paying attention to those waiting and ready to attack…

I have endless stories to tell in this regard… as I saw many promising talented young men, including journalists whom I know very well, who couldn’t find a way to get hired in the ministry or journalism’s associations until they finally could master the game of flattering… Now those, worried of the conflict between renaissance project and tardiness, wonder… can the first project be established by this bunch of people who masters the game of flattering?

Shall supervising public positions in the ministry, supposed to lead the national renaissance project, be limited to the employees chosen by the minister?... to the extent that there was time when most of those occupying these positions were delegated from Arabic language departments and some foreign language departments at Ain Shams university while there were very few delegated from other places.

There were people who chose not to work in government institutions… and maybe it’s not fair that they impose their own assessment criteria over others who chose a different path and enrolled in government positions… however, it’s also fair that the whole nation be freed of this phenomenon so that the ministry of culture can do its role… but in the same time allowing other forces in the nation to effectively participate in the renaissance and renovation project.

Battles are not limited to generals and military men alone… the cultural battle is even more decisive and important that it cannot be left only to ministers and senior officials… it’s an act of delivering a message in the first place… and one can never find a messenger adopting this mentality of producing nothing new while mastering the arts of flattering game.

الذين لم يصبروا.. لكنهم نالوا

كنت تذهب إلى ندوات أحد أهم مراكز الدراسات فى بيروت فتجد قائمة المشاركين هى نفسها منذ بدأت الندوات.. وكنت تذهب إلى مؤتمرات القوى السياسية فى طرابلس أو بغداد فتصافح الوجوه نفسها، التى تعودت أن تصافحها، وتعودت هى أن تراك.. ومازلت تذهب إلى مؤتمرات القوميين أو لقاءات القوميين والإسلاميين والماركسيين فلا يتغير الأمر، حتى بدا الحال حال احتراف فى وجه من الوجوه، وحال إفلاس فى الوجه الآخر!.. وهكذا الأمر نراه يتكرر فى بعض جوانب حياتنا الثقافية داخل مصر، وخاصة فى الوزارة والهيئات والمجالس التابعة لها، كما لو أننا نراقب «كوتشينة» يتم «تفنيطها» مع كل دور ولكن الأوراق هى هى!، والعجيب فى الظاهرة أنها غير قابلة للانقضاء أو الاضمحلال، مثلما هى الظواهر الاجتماعية، لأن «الاحتراف.. والإفلاس» ينتجان أجيالا متعاقبة تحمل الجينات نفسها، وتعرف أصول اللعبة وتجيد فنون التملق والتسلق والخنق، ولديها سماكة جلد فشر التماسيح وفرس النهر، الذى لا أعرف لماذا اشتهر عندنا باسم سيد قشطة!

وأذكر أننى تطوعت بعد إلحاح من أحد الزملاء ذوى المواقع المهمة فى نقابة الصحفيين آنذاك كى أدير ندوة توقعوا أنها ستكون مشتعلة صاخبة، إذا لم يتم إحكام السيطرة عليها، وكان موضوعها يدور حول «باب العزب» فى القلعة، وكيف يتم تطويره، وربما إقامة فندق هناك، وذهبت لأجد القاعة شبه ممتلئة والوجوه محتقنة والأكمام مشمرة، وجلست على المنصة مع أساتذة الآثار المعارضين والمؤيدين، ووضعت قاعدة للنقاش تكفل السلامة للجميع، وهى أننى لن أقاطع أحدًا، ولن أحدد وقتًا، شرط أن يلتزم الجميع بالعفة فى الألفاظ والاقتصاد فى العبارات، وألا يكرر أحد ما سبق وقيل إلى آخره.. ومضى الحوار سلسًا ساخنًا، وكان أكثره سخونة هو تعليقات الزميلة، التى أصبحت صديقة عزيزة، الراحلة المرحومة بهيرة مختار. ثم فوجئت بمن يقف فى آخر صف بالقاعة ويطلب الكلمة لينشئ ملحمة مدح عريض عميق سامق فى الأستاذ الفنان فاروق حسنى وزير الثقافة.. ثم اختصنى المتحدث بعبارة قال فيها: «إنه يعلم أن فلانًا رئيس الجلسة سيزعل، إلا أننى أؤكد أنه لا عصر يوليو ولا ثروت عكاشة ولا غيره قدموا لمصر مثلما قدمه الوزير حسني، ويكفيه ويكفينا أننا لم نحبس فى عهده، كما حدث على عهد ثروت عكاشة..»، وعلت الهمهمات فى القاعة، ولكن صاحبنا المعروف بطلاقته وسلاطته استمر.. واكتشفت فيما بعد أن صراعًا على رئاسة تحرير جريدة تصدرها الوزارة كان محتدمًا، وكان المرحوم رجاء النقاش ومعه الصديق طلعت الشايب قد جهزا للإصدار إلى أن اختطفت المطبوعة، وأوكل أمرها للأستاذ الذى رأى أن ثروت عكاشة لا يرقى بحال إلى فاروق حسني!.. وظل الموقع فى حوزته بعد أن تغير الوزير وجاء وزراء وتكرروا ومضوا وهو راسخ!

ولست بصدد إصدار أحكام لتقييم وزراء الثقافة، ومن منهم كان مبدعًا منجزًا، ومن الذى كان موظفًا على باب الله، كما أننى لست بصدد ادعاء الحكمة وامتلاك الرؤية لأهديهما للوزير الحالي، وإنما وكما أسلفت أحاول أن أسترعى الانتباه العام لظاهرة «الاحتراف الإفلاس» أو الاحتراف الإفلاسي، وربما الإفلاس الاحترافى التى تسرى فى الهياكل الإشرافية والوظيفية فى مجال الثقافة، الذى أظنه هو عمود الخيمة فى المرحلة المقبلة، كما كان فى مراحل سابقة عاشتها المحروسة.

ولقد يترامى الآن إلى أسماع كل من له صلة بشئون الوطن، ومنها الشأن الثقافي، كيف يدور التكالب العلنى والخفى على المواقع الحاكمة فى هيئات الوزارة، ولأن الوزير الحالى يجمع فى شخصه تركيبة فريدة، من حيث هو أكاديمى معروف، وكاتب مشهور، وخبير بدهاليز وأنفاق وشقوق العلاقات الوظيفية بالوزارة، حيث كان من كبار موظفيها مرحلة طويلة، ثم وزيرًا لمحة خاطفة، وكان ومازال له مريدون من تلاميذه فى بعض مرافقها ولأنه كل ذلك وأكثر فهو قادر على إدارة اللعبة وعلى تفنيط الورق دون أن يمكن أحدًا من أن يظل فى «القش» ومصادرة الآخرين طوال الوقت!

ولا أريد أن أستطرد فى سرد عشرات المشاهد التى تجلى فيها احتدام التكالب، وكيف أن شبابًا واعدًا موهوبًا ومنهم صحفيون أعرفهم وخبرتهم جيدًا، لم يجدوا سبيلاً لمناصب فى الهيئات أو فى الصحافة، إلا بعد أن أجادوا فك الزنار وأبدوا الاستعداد لفكه حتى النهاية.. وبالفعل فإنهم بدلاً من أن يقال «صبروا.. ونالوا»، صار الأكثر دقة أنهم «فكوا.. ونالوا»، وعندئذ يتساءل من بقيت لديهم بقية خوف لدرجة الفزع على مستقبل الصراع بين مشروع النهوض والتجديد والفهم والإبداع وبين مشروع التخلف والركود والحفظ والاستظهار، هل يمكن إرساء أسس وبناء المشروع الأول بتلك العينة من الذين «يفكون.. وينالون»؟! هل ستبقى الوظائف العامة الإشرافية فى الجهة المنوط بها أن تكون قاطرة النهوض الوطنى العام حكرًا على البطانة التى يتصادف أن الوزير يريدها، بحيث جاءت فترة كان معظم شاغلى تلك الوظائف منتدبين من أقسام اللغة العربية وبعض اللغات فى جامعة عين شمس وندرة من غيرها.

إن هناك من شاءت أقدارهم أن ترحمهم من تحكم «الميري» فى عقولهم وطموحاتهم، وربما من العدل ألا يسقطوا معاييرهم على آخرين هم جزء من نسيج مصرى عام ظل يقدس «الميري»، حتى إن «تمرغ فى ترابه»، ولكن العدل أيضًا يقتضى أن يتحرر الوطن من الظاهرة برمتها فتبقى وزارة الثقافة قائمة تؤدى دورها، ولكن لا تترك لها المهمة كلها، بمعنى أن تبدأ قوى الأمة وتبادر بالمشاركة الفاعلة فى مشروع النهوض والتجديد..

وكما أن الحروب فى حياة الأمم من الأهمية والمصيرية بحيث لا يمكن ترك شأنها للجنرالات وحدهم، فإن الثقافة تزيد على الحروب أهمية ومصيرية، لا يمكن تركها للوزراء وكبار الموظفين و«المشتاقين» وحدهم.. إنها عمل رسالى فى الأساس، ولا يمكن أن تجد رسولاً يعمل بعقلية وسلوك المرابى.

Suggestion for Egyptian Capital


 No matter how well-elaborate the theoretical foundation of renaissance projects; whether economic, social or culture, in the coming period of time is, it will always stay great ideas written on paper unless they are applied on reality. I and many others who happened to be regular guests in events and lectures discussing problems facing our Egyptian reality have always faced a recurring question; how can we bring those ideas and solutions suggested into reality?

In this regard, I have always cited a piece of wisdom mentioned in the Bible; “Know ye not that a little leaven leaveneth the whole lump?”, 1 Corinthians [5]. It points to the simple fact that a small piece of leaven can help produce big quantities of dough. The same applies to society where leaven could be those working in such projects and who regard their role as a divine message that should be delivered and fulfilled at its best. I also believe we can establish certain spots in the countryside, desert, and cities that can play the same role. This is my suggestion for Egyptian capitalists who look to employ their money in useful projects without squandering it over those whom we see like blood-sucking insects sticking to any project wasting its budget.

My suggestion is simple; allocate those money and efforts to establishing certain areas to first free them from poverty, ignorance, diseases, and all development-hindering traditions and customs dominating our society, and to help them stand against negativity and sectarianism to the rest of what we all know. Those places will work like the leaven that will spread its effect into other neighboring areas until the whole network of leaven-acting-like areas are connected; a village will turn into a district; the district will go bigger to be a governorate and so on until our country is free of all hindering us and keeping us in the back.

Moreover, there are places qualified for this pioneering role already. I will tell you about examples that took place long time ago in our country. In Monufia governorate for example, it was said that Abdel Aziz Pasha Fahmi[1] and other elite agriculture land owners were able to turn the governorate into the one with the highest percentage of educated people; almost zero percent of illiterate ones. They also managed to employ all those eligible for work to the extent that a true funny account circulated at that time. The account says one day an old woman went to Fahmi Pasha asking him for charity. The Pasha asked her if she was in possession of anything she might make use of to provide for her needs. She answered she had nothing but a poor donkey. The Pasha then asked her to bring the donkey and order this donkey be employed in the post office in carrying the post and postman as well. It was then said that the Pasha had hired the donkey!

At this point, I’d like to pay tribute to the leaven-like entity represented in al-Masaei al-Mashkura[2] community group that was established in Monufia governorate and went enlightening the villages and cities surrounding it providing proper education for tens of generations. I also remember my father – may he rest in peace – who worked in this community group as a teacher at the end of the forties and the beginning of the fifties in the twentieth century. There was also the knowledgeable firm honorable headmaster Mr. Salah el-Nahhas, father of Dr. Safwat el-Nahhas. I can also give you a whole list of leaven-acting-like entities like the Coptic Charity organization, Catholic, Armenian, Jesuit, Frères Missions’ chains and all their likes of community groups that have all helped establish an educational renaissance that unfortunately were not meant to expand.

Meantime, a city like al-Gouna in Red Sea governorate can be the leaven-acting-like place to spread modernization into the rest of the cities there like al-Qusayr, Ras Gharib, Marsa Alam, Hurghada, and Safaga. I believe al-Gouna can play such role for it has a university and an almost-typical infrastructure; I can later give you details of this as I finally visited al-Qusayr and found a crime committed there against history, monuments, and humans. I also found glimpses of hope to rise up again. There are many places in our beloved country that are qualified to play such role; I here mean all villages in Upper and Lower Egypt that was famous to work and specialize in certain kind of industries in the past like producing silk and linen cloth, weaving carpets and rugs, making wooden furniture, palm-foliage and mambo woven products, in addition to other industries. Specific examples are Akhmim, Qift, Aswan, Kotama village in Gharbiya governorate, Fuwwah village in Kafr esh-Sheikh governorate, Kerdasa in Giza governorate, and so on. Our hope is to make a real web – not virtual one like Twitter and Facebook – connecting all these pioneering leaven-acting-like places together just like the well-elaborate one woven by real spiders!

I believe if this idea is clear and applicable, then we shall wait for national Egyptian capitalists, those willing to serve their country, to signal the start of the places they chose to be the leaven-acting-like pioneering spots. Strength and success are just like weakness and failure; both sides are contagious and ready to spread. Now let us wait for our Egyptian Capitalism to take action and start taking steps. We, meanwhile, will do whatever it takes to help.
