Interior ministry again

The telephone calls I received from some officials of the ministry of interior about what I wrote last week of what is happening in some organizations affiliate to the ministry is a good thing and behavior because it means there are some who read, cared and communicated with the one in trouble… but what took my attention is that there were two perspectives of tackling the matter.

One is paying attention to the procedural part – if one can say – and neglecting the main issue as I found some insisting on knowing when, how and who exactly I dealt with in order to get my request done… I tried to explain this is not the main issue or the most important thing about the whole matter because what happened simply is that someone found us angry and incapable of doing anything and so he offered to get the whole thing done for us in exchange for a “tip”!... It is the same “tip” anyone may give to the one appointed by one of the officials to get the job done… and of course, we will swear on all oaths and insist while we pass along the long corridor that this appointed one must take this very simple “tip”… and even thank him for his generosity!

The other angle or perspective is the most important one which the official in charge of inspection in the ministry of interior paid attention to… it is about changing the current situation in branches of civil status organization, traffic and other departments and widening the headquarters in any way… either vertically by building more floors above police stations… or horizontally by applying my previous suggestion of allocating adequate spaces of any land affiliate to the state.

Also, the necessity to have emergencies plans … meaning what to do in case of a high number of people asking for services… either by erecting a pavilion and providing it with chairs… or increasing the number of serving windows and distributing them precisely over the required services; meaning one for issuing national ID cards, another for birth certificates, third for so... etc. I am sure leaders of the interior ministry has more efficient solutions than what suggested by an unspecialized citizen like me.

What is important to say is that every state or government has its own mites eating away its foundations… or its clothes moths turning its fabric into torn one filled with holes unable to be stitched back again… those mites or moths are those situations or people which or who whenever combined, they foil and destroy any effort or achievement.

We were also told in the stories mentioned in Quran what mites can do when prophet Soliman – who was given what no one else before or after him was given – was standing leaning on his stick watching the Genie serving under his command, working and terrified of him…then he died and his body stayed standing leaning over his stick while the Genie are watching him from far not daring to quit what they do and not knowing he was dead until the mites ate away his stick and so it was not able to hold the body of prophet Soliman anymore and got broken… then his body fell to the ground long time after his death.

And so I ask and call upon all ministers and senior officials of aides, especially of authorities dealing face to face with Egyptians like the civil status registries, traffic department, real estate registration and notarization authority, schools in the time of submitting papers and others… please, do not leave the mites eat away “sticks” of regime… do not underestimate the “moths” turning the state fabric into torn one… do not waste the golden support any ruling regime can have; that is the sympathy of the public and its belief in the patriotism and integrity of the ruler

This golden support and backup can be squandered if the entrance to the real estate authority turned into a vegetables’ market and male and female employees left their work to buy and process vegetables in preparation to go home and cook them!... If the civil registry headquarter turned into a tight cell where people cannot take their breath and employees unable to be seen from the serving windows… if traffic windows turned into outlets for receiving bribes and “tips”… if the female employees had rubber bands around their wrests at their sleeves to fasten the “money tips” they receive… if ears turned deaf to the problems we suffer in our everyday life.

Again, I thank those gentlemen who called me of the ministry officials, especially major general Muhammed Raggool who had an open-minded mentality and deep awareness of the real dimensions of the problem.

Now I move to what I think is a light-hearted talk compared to talking about problems… it is my childhood memories or better to say boyhood… when the Suez Canal was submitted to nationalization and the colonial international conspiracy against our country started and countries like Britain, France, the Zionist Hebrew state “Israel” participated in.

I was ten years old… we were in our village Ganag to get away from hearing the bombings sounds we used to hear clearly while we were living in the city of Dessouq… we sat at the house courtyard and there was an old man; neighbor of my maternal uncles called uncle Hassan al-Khalali who asked directly: “what is all this fuss and war about?”… the answer was: “it is a reaction to the nationalization of the Suez Canal, uncle Hassan”… uncle Hassan’s mind wandered for a little then said: “what is this canal?”... he said the word canal as we do in our local dialect… then continued: “instead of all this fuss and war, let them come and take one of the so many canals we have at ash-Shawadliya”.

Uncle Hassan was like so many others in our village and the neighboring ones who go to the village of Shabratna; home to ash-Shazli family which includes Pashas, Beys, military leaders and possesses vast areas of agriculture land penetrated by unlimited number of irrigation water canals… the man thought that the Suez Canal would not be much different to the small irrigation canals found in those fields.

I remembered this story when I heard that one saying that his mother’s washtub is bigger than the New Suez Canal… however, there is a huge difference between uncle Hassan and that muslim brotherhood member Wagdi Ghoniem… as the former said what he said out of the good intention and kindness of the countryside people and their nobility… but the latter said what he said not realizing or I guess he knew that he would bring curses to his poor mother whose bad luck made her give birth to this creature as what was written and published over “his mother’s washtub” was unutterable enough that it cannot be published in a respected daily newspaper!

وزارة الداخلية ثانيةً

ما تلقيته من اتصالات من بعض مسؤولى الداخلية حول ما كتبته الأسبوع الفائت عما يجرى فى بعض المصالح التابعة للوزارة أمر محمود وسلوك طيب، لأن هناك من قرأ واهتم وتواصل مع صاحب الشأن، ولكن ما لفت انتباهى هو وجود زاويتين للمعالجة.. زاوية الاهتمام بالشق الإجرائى- إذا جاز التعبير- وإهمال صميم الموضوع، لأننى وجدت إصراراً على معرفة متى وكيف ومن وتحديدا «من» الذى تعاملت معه حتى ينهى المشكلة.. وعبثاً حاولت التأكيد أن هذا ليس بيت القصيد ولا مربط الفرس، لأن الذى حدث ببساطة هو أن شخصا وجدنا محتاسين وغاضبين، وعرض أن ينهى الأمر ويأخذ إكرامية!!.. وهى الإكرامية ذاتها التى قد يناولها أحدنا للشخص الذى سيكلفه أحد المسؤولين بأن يمضى معنا لإنهاء المطلوب، وبالطبع سوف نصر ونحلف بأغلظ الأيمان أثناء مرورنا بالطرقة الطويلة-!!- ليأخذ الحاجة البسيطة.. «أى الشاى بتاعه!» وكتر ألف خيره على ما فعل!

والزاوية الأخرى وهى مربط الفرس التى اهتم بها مسؤول التفتيش بالوزارة هى تغيير الوضع فى أفرع الأحوال المدنية والمرور وغيرها وتوسيع المقار بأى وسيلة، إما رأسيا بتعلية جزء من مبانى أقسام الشرطة، وإما أفقيا باقتراحى السابق حول تدبير مساحات مناسبة تقتطع من أى أرض تابعة للدولة!.. ثم حتمية وجود خطط للطوارئ.. يعنى كيفية التصرف فى حال كثافة طالبى الخدمة إما بنصب «شادر» فراشة وتزويده بالكراسى، أو بزيادة عدد الشبابيك وتوزيعها بشكل دقيق على الخدمات المطلوبة، يعنى هذا: شباك مخصص للرقم القومى، وثان لشهادة الميلاد، والثالث لكذا إلى آخره.. وأنا واثق أن لدى قيادات الوزارة حلولا أكثر جدوى مما أقترح كمواطن غير متخصص!.. والمهم هو أن لكل دولة أو حكومة السوس الذى ينخر أعمدتها.. أو «العتة» التى تحول نسيجها إلى هلاهيل مليئة بالثقوب المستعصية على الرتق!.. وهذا السوس هو تلك الأوضاع وأولئك الأشخاص- التى.. والذين- إذا التقوا تكفلوا بإجهاض وتدمير أى جهد وأى بناء!.. ثم إن القصص القرآنى حكى لنا ماذا يفعل السوس عندما أخبرنا عن نبى الله سليمان الذى أُعطى ما لم يُعطه أحد قبله أو بعده، وكيف أنه كان واقفا متكئا على عصاه ليراقب الجن والعفاريت وهم مسخرون بأمره، ويعملون وهم مرهقون مذعورون خوفا منه، وحدث أن مات النبى.. وبقى جثمانه مستندا على عصاه والجن يرونه واقفا من بعيد ولا يجرؤون على ترك المهمة ولا يعرفون أنه مات إلى أن ضرب السوس العصا ونخرها فلم تصمد وانكسرت فهوى جثمان سليمان بعد موته بوقت طويل!.. لذا أنادى وأناشد كل الوزراء وكبار المسؤولين من معاونيهم، خاصة فى الجهات التى يتعامل معها المصريون مباشرة، كالسجل المدنى والمرور والشهر العقارى والمدارس فى فترة تقديم الأوراق وغيرها، لا تتركوا السوس يدمر «عكاكيز» الحكم، ولا تغفلوا عن «العتة» التى تحاول هلهلة نسيج الدولة.. ولا تغفلوا عن أن الرصيد الذهبى لأى حكم هو تعاطف الجمهور وقناعاته بوطنية ونزاهة الحاكم.. وأن هذا الرصيد يمكن أن يتبدد إذا تحول مدخل شقق الشهر العقارى لسوق خضار وفاكهة، وترك الموظفون والموظفات عملهم ليشتروا ويقطفوا ملوخية ويقمعوا بامية ويقوروا كوسة.. وإذا تحول مقر السجل المدنى إلى زنزانة ضيقة يختنق فيها الناس ويختفى من وراء شبابيكها الموظفون.. وإذا تحولت شبابيك المرور إلى فتحات لاستقبال حق الشاى والساندوتش، وقامت الموظفات بوضع «أستك» على بداية أسورة كم فستانها لتدس فيه المعلوم، ثم إذا تحولت الآذان «من لحم ودم وصوان وطبلة» إلى «طين وعجين»، ويكون حالنا هو «لقد أسمعت إذ ناديت حياً ولكن لا حياة لمن تنادى».

ومرة ثانية أشكر السادة الذين اتصلوا بى من رجال الوزارة، خاصة اللواء محمد رجول، الذى امتلك أفقًا رحبًا ووعيًا عميقًا بالأبعاد الحقيقية للموضوع.

وأنتقل إلى ما قد أظنه تخفيفاً من وطأة الكلام عن المشاكل، وهو من ذكريات الطفولة أو بالأصح الصبا.. عندما تم تأميم قناة السويس وبدأت المؤامرة الدولية الاستعمارية على وطننا، وشاركت فيها دول بريطانيا وفرنسا والدولة العبرية الصهيونية «إسرائيل».. إذ كنت فى العاشرة، وكنا فى قريتنا لنبتعد عن سماع أصوات الانفجارات التى كنا نسمعها واضحة ونحن نعيش فى مدينة دسوق.. وجلسنا فى الدوار وكان من جيران أخوالى رجل كبير اسمه العم حسن الخلالى الذى سأل مباشرة: على إيه الدوشة والحرب؟.. وجاءه الرد: على قناة السويس يا عم حسن.. وسرح عم حسن قليلاً ثم صاح: «قناة إيه وبتاع إيه».. ونطقها (جناة) وفق لهجتنا التى تقلب القاف جيماً.. ثم استرسل: «بدل الدوشة والحرب ييجوا ياخذوا (جناة) من الجنى- جمع جناة، أى القنوات- المتلتلة عند الشوادلية»، كان العم حسن شأنه شأن كثيرين من قريتنا والقرى المجاورة لنا يذهبون إلى قرية شبراتنا بلد آل الشاذلى ومنهم باشوات وبهوات وقادة عسكريون ولديهم مساحات هائلة من الأرض الزراعية التى تشقها قنوات بغير حصر للرى.. وظن الرجل أن قناه السويس لن تختلف كثيرا عن قنوات الرى الصغيرة فى الغيطان.. وقد تذكرت الحكاية بعدما خرج علينا من قال إن طشت أمه أكبر من القناة الجديدة.. غير أن الفارق الضخم بين العم حسن والمأخون وجدى غنيم أن الأول قال ما قال بحسن نية وطيبة أهل الريف وجدعنتهم، أما الثانى فقد قالها وهو لا يدرك أو أظنه يدرك أنه سيجلب اللعنة لأمه المسكينة التى شاء حظها العاثر أنها أنجبته.. لأن التنويعات التى كُتبت ونُشرت على «طشت أمه» بلغت حدوداً لا يمكن الإشارة إليها فى صحيفة يومية محترمة!

For God’s sake, minister

I start by submitting a communication to the minister of interior against myself and the civil status organization affiliate to his ministry… I believe it is a communication to all those who care about the Egyptian state and the regime of president Sisi whom I, like many others, am burdened with his tough mission and heavy loads he is trying to bear… not to mention realizing the importance of having him in specific atop of the state in such critical era because if it happened that he left – God forbid – I believe the consequences would be devastating by all means but it is not the time to detail such thing now.

I can affirm and swear on all oaths that the civil status organization in specific has done what hordes of terrorists of muslim brotherhood, salafists, Jihadists and others failed to do as hundreds of thousands of those whose bad luck drove them to get a national idea, birth certificate, family record… to the rest of official documents this organization provides… entered it feeling respect towards the president, appreciating his role and efforts, feeling happy for the achievement of the New Suez Canal and hoping for more achievements the president talked about… but then they came out of it cursing the moment they were born Egyptians… and those curses were for everyone on all levels… I heard that with my own ears and could not say a word… actually I thanked God I did not say Amen.

As to me, I and my daughter tried to be good citizens… and so she went alone in the early morning to the civil registry office of Nasr City first to renew her national ID card and change her social status but she could not even get near… day after day, she comes back crying because the date she should travel on with her daughters is getting close… until one day after several trials she came back with her clothes torn down.

All this time, I have been asking her to keep calm and persistent… finally there was nothing to do but to seek help form some friends who gave me the telephone number of one of the officials in charge of the organization… but again it was in vain to make him answer his phone… and so I went with my daughter to the main headquarter of the organization in Abbassiya… again, it was no use since it was impossible for an old man like me and a woman like her to even get near to the corridors of the organization… then, I decided to try the other way… the way of bribing a policeman to get our request done… it happened and we got what we want!

Of course if you say this to the “Pasha” major general, head of this organization and aide of the interior minister along with all the major generals and others staying in their offices stuffed with officers, policemen, soldiers, telephones and air-conditions, you will hear a single reply: “what can we do?... people are barbarian and undisciplined… everyone is rushing to issue documents because it is the season of applying to military academies, travelling abroad, distributing flats and graveyards and others”… then one of them may ask you ironically if you have a solution for this problem in your opinion.

I say the solution is to lay off the whole organization of civil status to be replaced by civil companies… like the case in getting visas from embassies… meaning companies managed by major generals too but retired ones having the experience in such field… receiving the papers in exchange for pre-set fees with good amount of those fees going to the ministry of interior… then the citizen can get a number and sit in a human place until his number is called upon and then his papers get revised… after this, the citizen shall leave knowing the date when he should receive his required official document.

The same thing should be applied in the traffic department when renewing the driving licenses, cars’ licenses… etc… lay them off or displace them to other places… but before all this, stuff them in the civil registry office of Nasr City in that 3 by 3 meters area with hundreds of people.

Until this happens… until this organization is replace by those civil companies… why don’t we allocate a 200 or 300 meters square area of any public park or empty courtyard affiliate to the governorate where a headquarter for civil status organization gathering all neighborhoods of eastern Cairo can be established?... and applying the same discipline adopted in Cairo conscription department affiliated to the armed forces which receive thousands of people every day with discipline, dignity, humanity, clean comfortable places and efficiency; meaning Mr. minister whom we know how much burdens he has over his back, there are solutions and successful models to follow in the state… only the will to take the decision is left… but for God’s sake… for the sake of all prophets, pious and saints… order that aide you have for the civil status organization and anyone of his relative to be put along with the hundreds of thousands he is torturing every day.

The second thing I would like to talk about in this article starts with a question: is it likely that a writer in these days can practice Taqiya; meaning to hide his beliefs for fear of prosecution, and go far in practicing political projection until he reaches the level of falling into fallacies?

I really want to know if there is still in Egypt people hesitating to write whatever and however they want in an unmistaken clarity… and if some of those who write are afraid and frightened to the level of having phobia, do they or those who publish for them have the right to curse people with their sickness just because they do not want to pay the price for what they write… and only want to play smart on other people?

One of those coined a political projection aiming at combing Mubarak and president Sisi in one basket saying words like “unnecessary purging of a small water channel”! He also talked of seeking satisfaction of the foreign powers by buying their products… while the first projection targets the one in charge and his son hinting that he may not be fair… the second one targeting the second official hints that he is a murderer… in addition to many other more outrageous descriptions!

I did not intend to write about those projections until I received a heated telephone call from my mentor and friend Dr. Muhammed Ouda; pioneer of contemporary Egyptian sociology that made me write about this because when the mentor orders, the student can do nothing but to submit to the orders of his mentor… especially that his call started with a stating question asking: is it acceptable that an ex-editor-in-chief appointed by muslim brotherhood and recommended by salafists can spread his toxics of mean projections over the country while people are trying to find a hope after the achievement of the New Suez Canal?

سايق عليك النبى يا وزير الداخلية

أبدأ ببلاغ لوزير الداخلية فى نفسى وفى مصلحة الأحوال المدنية التابعة لوزارته.. وأظن أنه بلاغ لكل من يهمه أمر الدولة المصرية ونظام الرئيس السيسى الذى أزعم أننى مثل كثيرين مهموم بمسيرته وبالأحمال الثقيلة التى يحاول حلحلتها، ناهيك عن إدراك بأهمية وجوده هو كشخص على رأس الدولة فى هذه المرحلة، لأن غيابه لا قدر الله مفزع بكل المعايير التى لا مجال الآن للتفصيل فيها.

إننى أستطيع أن أجزم وأؤكد وأحلف بالعتاق والطلاق وأيمانات المسلمين وغير المسلمين أن مصلحة الأحوال المدنية تحديدا، استطاعت أن تقوم بما عجزت وتعجز عنه جحافل الإرهابيين من إخوان وسلفيين وجهاديين وغيرهم، لأن مئات الألوف الذين شاء حظهم العاثر وقدرهم المخيف أن يحاولوا استخراج رقم قومى أو شهادة ميلاد أو كشف عائلة أو بقية ما تقدمه تلك المصلحة، دخلوها وهم محبون للرئيس مقدرون دوره وجهده وفرحون بإنجاز القناة وآملون فى بقية الإنجازات التى أعلنها الرجل، خرجوا وهم يلعنون اللحظة التى كانوا فيها مصريين، وامتدت اللعنات إلى كل المستويات، سمعت ذلك بأذنى ولم أقدر أن أرد بل حمدت الله أن لم أقل آمين.

عن نفسى حاولت مع ابنتى أن نكون مواطنين صالحين فذهبت هى وحدها فى الصباح المبكر إلى سجل مدنى مدينة نصر أول، لتجدد رقمها القومى وتغير حالتها الاجتماعية ولم تتمكن من الاقتراب.. ويوما بعد يوم تعود ودمعتها على خدها لأن ميعاد سفرها مع بناتها اقترب، إلى أن عادت بعد كذا محاولة وملابسها ممزقة! وكل ذلك والعبد لله يدعوها للصبر والمثابرة! ولم يكن هناك بد فاستعنت ببعض الأصدقاء وحصلت على رقم هاتف أحد المسؤولين فى المصلحة وعبثا حاولت أن أجعل هاتفه يرد.. فتوجهت ومعى ابنتى للمصلحة بالعباسية.. ولا فائدة إذ يستحيل على عجوز مثلى وامرأة مثلها الاقتراب من ممرات المصلحة!.. وعندها بحثت عن الطريق الآخر.. طريق أى أمين شرطة يعكم المطلوب ويخلص.. وقد حدث وخلصت!!

طبعا الباشا اللواء مدير المصلحة مساعد الوزير واللواءات الذين معه وبقية القابعين فى مكاتبهم المدججة بالضباط والأمناء والصف والجنود والتليفونات والمكيفات لا يمكن أن تسمع منهم إلا عبارة واحدة: «هنعمل إيه يعنى؟!.. الناس همج وغير منظمين والكل اندفع يستخرج الوثائق لأنه موسم الكليات العسكرية والسفر للخارج وتوزيع الشقق والمدافن وغيره»، ثم قد يتطوع أحدهم ويسألك بسخرية عن رأى سيادتك فى الحل.. وأقول إن الحل هو تسريح كل مصلحة الأحوال المدنية ليستبدل بها ــ الباء تدخل على المتروك ــ شركات مدنية.. مثلما هو الحال فى الحصول على الفيزا من السفارات يعنى شركات يديرها لواءات برضه لكن متقاعدون عندهم خبرة فى الموضوع، تستقبل الأوراق برسوم محددة يعود جزء لا بأس به منها إلى الداخلية، ويصل المواطن فيأخذ رقما ويتفضل يجلس فى مكان آدمى حتى ينادى على رقمه وتراجع أوراقه ثم ينصرف وهو يعرف ميعاد تسلم معاملته.. وهكذا الحال فى المرور عند تجديد الرخص للقيادة والمركبة وهلم جرا.. سرحوهم أو انقلوهم إلى أماكن أخرى وقبل ذلك احشروهم فى سجل مدنى مدينة نصر، حيث ثلاثة أمتار فى ثلاثة أمتار والبشر بالمئات!

وإلى أن يتم استبدال الشركات بالمصلحة لماذا لا يتم اقتطاع مساحة 200 أو 300 متر فى مثلها من أى حديقة عامة أو من أى ساحة خالية تتبع المحافظة ويقام فيها مقر للأحوال المدنية يجمع أحياء شرق القاهرة كلها.. ويكون النظام فيه كنظام منطقة تجنيد القاهرة التابعة للقوات المسلحة التى تستقبل الألوف بنظام وكرامة وإنسانية وأماكن مريحة نظيفة وسرعة إنجاز.. يعنى يا سيادة الوزير يا من نعلم حجم العبء الملقى على عاتقه، هناك حلول ونماذج ناجحة فى الدولة ولا يبقى إلا القرار، بس سايق عليك النبى والصحابة والقديسين تأمر بحشر مساعدك للأحوال إياها هو وأى حد من أقاربه مع مئات الألوف التى كان هو سبب عذابها.

الأمر الثانى الذى أود التحدث عنه فى هذا المقال يبدأ بسؤال هو: هل من الوارد للكاتب فى هذه الأيام أن يمارس التقية ويتفنن فى الإسقاط ويبالغ فى إسقاطه حتى السقوط فى مهاوى المغالطة الفجة؟!.. فعلا أريد أن أعرف وأن أعلم هل مازال فى مصر من يتردد فى أن يكتب ما يريد كيفما يريد وبوضوح لا لبس فيه، وإذا كان الخوف والارتعاد قد سكنا عقل وجسد صاحب قلم ما وصار مصابا بالفوبيا فهل من حقه وحق من ينشرون له أن يبتلوا الناس بمرضه لمجرد أنه لا يريد دفع أى ثمن، ولمجرد أنه يريد التذاكى على خلق الله؟!

لقد صاغ أحدهم إسقاطا مزريا استهدف به مبارك والسيسى وغمز الأخير بكلام عن «تطهير ترعة لا لزوم له»!!

وعن استرضاء للخارج بشراء الذمم عبر شراء المنتجات.. وفيما الإسقاط الأول على المسؤول وابنه إذ لم يكن فاعلا ولا عادلا، فإن الإسقاط على المسؤول الثانى يشير إلى أنه قاتل والدماء فى رقبته كثيرة.. عدا عن أوصاف أخرى أكثر زراية!

إننى لم أكن أنوى الكتابة عن تلك الإسقاطات إلا أن مكالمة هاتفية ساخنة من أستاذى وصديقى الدكتور محمود عودة، رائد علم الاجتماع المصرى المعاصر، دفعتنى للكتابة لأن الأستاذ إذا أمر فما على التلميذ إلا أن يستجيب.. وخاصة أن مكالمته بدأت بسؤال تقريرى: هل من المقبول لرئيس تحرير سابق عينه الإخوان وتوسط له السلفيون أن يبث سموم إسقاطاته الرديئة على الوطن فيما الناس تحاول أن تجد أملا بعد شق قناة السويس الجديدة؟!

These are the main three obstacles that stand in the way of our country to be one of the developed countries… Egypt which has been through two revolutions; the first toppled an autocrat ruler who planned to stay more than 30 years… while the second toppled a theocratic fascist ruling regime that planned to rule Egypt forever.

Such a great nation certainly deserves to be in a much better place than what it had now if it wasn’t for those three grave problems… only one of them is enough to hinder progress… so we can imagine how the three combined affect our beloved Egypt.

After the second revolution, came a president that is loved by the people and who also loves his country very much… he does his best both on the domestic and international levels to push his country forward… there is also the Prime Minister who exerts his earnest efforts to run his cabinet… both men are working hard to achieve what the Egyptian people expect from them… unfortunately, the administrative institutions entitled to run the public facilities and execute directives and laws are corrupted.

Now comes the question: how can we face all this?

In my opinion, a lot of efforts and time are needed in our case… however, we have to start and we should have hope in the future… I also believe that we should begin by fighting terrorism due to the high price paid in it and its subsequent bloody effects.

Terrorism has significantly retreated due to the vigilance of the army and policemen… I also believe it’s because people are fed up with those stray savage groups that keep spreading destruction everywhere… we; army, police and people, should keep combating terrorism relentlessly… as the more we combat terrorism, the easier we can fight in the two other battle fields; corruption and remissness… as those two have wider circles of influence that are not limited to certain people which is not the case in terrorism.

I can say that remissness has become a deep-rooted habit at many Egyptians… I can also tell that it’s wide-spread among the majority of people… and because we cannot have a direct confrontation with it – like the case with terrorism – its fatal consequences could be worse.

As to corruption, I believe it’s the worst of those three problems… as it dwells in the state administrative institutions that go deep in every facility and establishment… we all know that the corrupt administrative body has reached about six million employees and may be more… and in order for it to work effectively, it needs not more than a million employees as per statistics… What can we do regarding such underemployment?... can the new law of civil service face such problem, even if distributed over a time schedule of years… I hope so.

So here we see that Egypt’s problems are many and solutions are not easy… But we have to work hard and exert all possible efforts for our country and for the future of our sons and grandsons… there is no way out but hard work… only with hard work, we could achieve miracles… digging the new Suez Canal in such very short time is one of those miracles.

Yes, we can… and we will do it… May God help us.

الإهمال والفساد والإرهاب!

هذه هى الثلاثية الجهنمية التى تحول دون مصر وأن تحتل المكانة اللائقة بها بين الدول المتقدمة. مصر التى قام شعبها بثورتين متتاليتين أزاحت الأولى طغيان حاكم عنيد كان يريد أن يبقى أكثر من ثلاثين عاماً.

وأزاحت فى الثانية طغيان حكم فاشى دينى كان يريد أن يكتم على صدور المصريين إلى الأبد، هذا الشعب العظيم يستحق يقيناً أن يكون فى وضع أفضل بكثير من الوضع الذى هو عليه، لأنه لولا هذه الثلاثية الجهنمية التى تجمع بين الإهمال والفساد والإرهاب، واحد من هذه العوامل كفيل بأن يوقف التقدم، فما بالنا وقد اجتمعت هذه الثلاثية على مصرنا الحبيبة.

قد جاءت الثورة الثانية للشعب المصرى برئيس يحب مصر وتحبه مصر ويسعى قصارى جهده خارجياً وداخلياً ليرفع من شأنها، ومعه رئيس مجلس وزراء يبذل جهداً لا تبذله العصبة أولو القوة. والرجلان مكسب كبير يستحقه الشعب المصرى ولكن للأسف الشديد فإن الجهاز الإدارى المنوط به إدارة المرافق العامة، وتنفيذ القرارات والقوانين هو جهاز ران عليه العفن والفساد مما لا يجعله يكاد يحسن شيئاً قط.

كيف نستطيع أن نواجه ذلك كله؟

بتقديرى أن الأمن يحتاج إلى جهد كبير ووقت طويل ولكن لابد لكل شىء من بداية ولابد أن يكون لدينا الأمل فى المستقبل لأنه بغير الأمل لا يمكن أن يبدأ العمل.

وأستطيع أن أقول إن الإرهاب لأجل فداحته وجثامته وآثاره يمكن أن يكون هو البداية.

إن الإرهاب قد تراجع بشكل واضح نتيجة يقظة الجيش ورجال الشرطة وأيضاً نتيجة ضيق الشعب بالمجموعات الضالة، التى تعيث فى الأرض إرهاباً والتى أعتقد أن كثيراً من مخالبها قد تكسر. علينا جيشاً وشرطة وشعباً أن نستمر فى مكافحة الإرهاب وذويه بغير هوادة. فكلما تراجع الإرهاب خطوة فإن مواجهة المحورين الآخرين الفساد والإهمال، تصبح ممكنة، وخطورة الإهمال والفساد تكمن فى أن دائرتهم واسعة وغير محصورة فى أشخاص محدودين كما هو الحال مع الإرهاب.

أستطيع أن أقول إن الإهمال قد أصبح عادة متأصلة فى الكثيرين منا، وأستطيع أن أجزم أيضاً أن الإهمال بسعة انتشاره بين الأغلبية من الشعب ولأنه لا توجد له مواجهة مباشرة، كما هو الحال مع الإرهاب، يمكن أن تكون مخاطره أفدح.

أما الفساد فأزعم أنه أقوى هذه الثلاثية الجهنمية، ذلك أنه يعشش فى ثنايا الجهاز الإدارى للدولة الذى يتغلغل فى كل المرافق وكل المصالح، فمن يعرف أن الجهاز الإدارى الفاسد قد وصل إلى ستة ملايين موظف، بل أكثر، وأن هذا الجهاز لكى يعمل بكفاءة لا يحتاج أكثر من مليون موظف فقط وفقاً للمعدلات العلمية.

ماذا نفعل فى هذه الزيادة؟ وهل يستطيع قانون الخدمة المدنية الجديد أن يواجه هذه المشكلة ولو على عدة سنوات. أرجو ذلك.

وهكذا نرى أن مشاكل مصر كثيرة وأن الحلول ليست سهلة.

ولكن يجب علينا من أجل بلدنا ومن أجل أولادنا وأحفادنا أن نعمل وأن نثابر. وليس هناك من حل إلا بالعمل الجاد. بالعمل الجاد استطعنا أن نحقق معجزات ليس أقلها حفر قناة السويس الجديدة فى المدى الزمنى الذى تمت فيه.

نعم إننا نستطيع. وسنفعل بإذن الله.

Glimpse of hope

I suddenly felt exhausted… and stayed waiting for something unpleasant to happen… that is why I did not write for Almasry alyoum or Al Ahram newspapers last week. It seems that man has an inactive sense that starts to go active at the end of his mundane life, only then this sense begins to operate. That is what I used to deny whenever my dear late friend Mr. Kamel Zoheiri used to direct his stating question to me during the last year of his life saying: hey, boy… don’t you smell fire and death like I do?... something big is going to happen in the country, don’t you feel it? Then I answer him, knowing his medical condition: no, sir… our generation doesn’t feel, smell, hear or see anything… coz you left no senses for us to feel.

Three years later, fire broke out and we smelled death in January, 2011 incidents.

I stayed in this state of exhaustion for two or three days until I received the news of two of my friends having died in one day. First of them was actor Mr. Nour esh-Sherif whom I knew closely at the end of the eighties. We used to spend long hours discussing while we are standing in the swimming pool because it happened that both of us do not know how to swim.

The second was Engineer Maged Gamal ed-Din, my friend and colleague for almost half a century since we were at the university until this moment. We had common opinions in thought, politics and human issues. I could not go to the cemetery – while I was in that exhaustion state – and kept crying until I went to the mourning ceremony.

I prepared myself to write about them as they are symbols of the  generation I belong to… that generation born at the mid-forties of the 20^th century and is now at its seventies… a few months less or more. However, I suddenly saw a glimpse of hope… like a fish in shallow muddy water that unexpectedly had a current of pure water flooding.

That glimpse of hope came from president Sisi speech that I listened to by chance on the radio while I was in the car. I knew from the announcer that it was a seminar given to members of the armed forces. In that speech, I knew that there are fish farms that will be established during the coming two years that could produce up to 100 thousand tons of fish and that will be well-equipped at the highest level. I also knew about the 1.5 million feddans to be reclaimed… the new El Alamein city planned to be established and extending for about 13 km on the shore that will be available for all people and not only for those who can pay… the fourth thing was establishing fully-equipped communities in the far regions of Egypt; Sinai, Nubia and the western desert starting from the city of el-Dabaa.

However, the most important in that speech was when president Sisi talked about building minds along with souls. To me, and to many others, this is the most important thing to start with. As all these achievements may come true, however – like my colleague and friend Ibrahim Eissa says – someone, addressing people in a mosque or appearing in a TV program, may issue a Fatwa that prohibits eating those farms’ production or living in those new communities… etc. The only solution to this is to build people’s minds so that they do not become an easy prey for those who turned our life into hell through their Fatwas.

We all talk about building the Egyptian mind without paying due attention to the Egyptian soul. Since I am an experienced Sufi and ex-dervish, I realize the importance of paying more attention to the soul over the mind. It is exactly what muslim brotherhood and Jihadists’ leaders represent. They use their minds due to the university and PhD degrees they hold, however, they have never made use of their souls for a single moment. In such regard, there is a lot to say, however that shall distract us from our topic.

President Sisi then talked openly about the law of civil service and I do agree with what he says. We all have long complained of the inefficient performance of government and administrative entities. Those 8 million government employees could be reduced to less than 2 million so that performance can improve. However, whenever there is a tough measure taken to amend this, some start protesting. The state will start the operation of the gradual reform of such entities so that our country can go out of that swamp of underdevelopment, poverty, ignorance, illness and incompetence… adding to this the plan of transferring all the government institutions from Cairo to the new administrative capital that will be designed according to the latest international specifications.

Here, I would like to mention the suggestion I long heard from Eng. Salah Diab regarding the ultimate importance to transfer all professions centered in the middle of Cairo to that new capital; meaning to transfer all those clinics, lawyers and accountants’ offices and other companies, so that people can wake up every day to see the capital they see every Friday morning; almost-empty streets… clean gardens… no garbage… easy transportations.

That was the glimpse of hope I saw after I was shocked by the death of my friends. It is what made me postpone writing about the generation that is starting to bid us farewell one after another.

سرسوب الأمل

دهمنى كلل لم أتعوده، وبقيت متربصًا أن الأمور ستمضى على غير ما يرام، ولذلك لم أكتب الأسبوع الفائت لـ«المصرى اليوم» ولا «الأهرام»، ويبدو أن للإنسان حاسة توقع تبقى ضامرة معظم أيامه إلى أن يقترب من حافة وجوده الأرضى فتصحو تلك الحاسة وتتمدد براعمها، وهذا ما كنت أنكره أحيانًا عندما كان صديقى الجميل البديع الأستاذ كامل زهيرى يفاجئنى بسؤال تقريرى خلال السنة الأخيرة من رحلته الأرضية: ولد.. أنت شامم ريحة حريقة وموت زى اللى أنا شامه.. البلد يقترب من ذلك؟!

وأرد محاولًا التخفيف عنه لحالته الصحية: لا مؤاخذة يا عم كامل إحنا جيل لا يحس ولا يشم ولا يسمع ولا يرى.. لأنكم أجهزتم على كل حواس البلد!

وما هى إلا ثلاث سنوات حتى شب الحريق وانتشرت رائحة الموت بأحداث يناير 2011!

بقيت على حالى يومين أو ثلاثة إلى أن تلقيت خبرًا فى يوم واحد برحيل اثنين من أصدقائى، أولهما الفنان الأستاذ نور الشريف الذى عرفته عن قرب أواخر الثمانينيات وكنا نقضى ساعات طويلة نتناقش وكلانا واقف فى حمام السباحة، لأننا بالصدفة لا نجيد السباحة، والثانى هو المهندس ماجد جمال الدين، رفيق وصديق وزميل مشوار نصف القرن منذ المرحلة الجامعية إلى الآن، حيث التقينا بقناعات مشتركة فكريًا وسياسيًا وإنسانيًا.. ولم أجرؤ- وأنا فى حالتى تلك- على الذهاب للجبانة، وبقيت باكيًا إلى أن ذهبت للعزاء! وكنت قد جهّزت عقلى ونفسى للكتابة عنهما كرمزين لجيل أنتمى إليه.. ولد عند منتصف الأربعينيات من القرن العشرين وبلغ السبعين الآن.. اقترب منها أو تجاوزها بمدة لا تزيد على شهور!

إلا أن الدفة تحولت عندما تلقيت جرعة أمل، مثلما هو السمك الذى انحسرت عنه المياه وازدادت عكارة الطين وإذا بسرسوب مياه نقية يتدفق فجأة، فلا يملك الكائن الحى إلا أن ينتقل من فوره من حال إلى حال!

كان سرسوب مياه الأمل الذى جاءنى هو حديث للرئيس السيسى استمعت إليه صدفة من راديو السيارة، وعرفت من المذيع أنه كان أمام ندوة تثقيفية للقوات المسلحة.. ومنه عرفت أن مزارع للسمك يمكن أن يصل إنتاجها إلى مائة ألف طن ومجهزة على أعلى مستوى عالمى سينتهى إنشاؤها خلال العامين المقبلين.. ومعها مليون ونصف المليون فدان.. وثالثهما مدينة العلمين الجديدة بامتداد حوالى 13 كيلومترا على شاطئ البحر الذى سيكون كورنيشا وشواطئ لجميع الناس ولن تكون معازل للمقتدرين وحدهم.. أما الرابعة فهى مجتمعات متكاملة فى مناطق الأطراف.. سيناء والنوبة.. والمنطقة الغربية وستبدأ بمدينة الضبعة.. كل هذا كوم، والأهم والأخطر فى نظرى كوم ثان، هو حديث السيسى عن بناء العقول.. ومعها القلوب، وهذا عندى- وربما عند كثيرين- هو مربط الفرس، إذ قد يحدث ويتحقق كل ذلك الإنجاز المادى.

ولكن على رأى الزميل الصديق إبراهيم عيسى ممكن أن يأتى واحد واقف على منبر أو طالل من شاشة فضائية ويهدم كل ذلك بفتوى واحدة تحرم أكل سمك المزارع وتجرم السكنى فى المدن الجديدة وإلى آخره، والحل الوحيد هو أن نبنى عقول الناس بما لا يجعلهم فريسة سهلة لمثل تلك الترهات التى طالما خربت وطننا وأحالت حياتنا إلى جحيم وهدمت تماسك واستقرار آلاف الأسر!

كنا كلنا نتحدث عن بناء العقل المصرى، ولم نكن نلتفت كثيرا إلى القلب المصرى، وبحكم أننى «سوابق» فى حكاية التصوف والدروشة أدرك مدى أهمية القلب على العقل، وهذا بالتحديد ما تجسده حالة زعامات الإخوان والجهاديين.. لأنهم يُعملون عقولهم بحكم أستاذيتهم الجامعية ودرجات الدكتوراه التى يحملونها، لكنهم لم يُعملوا قلوبهم لحظة واحدة.. وفى هذا حديث يطول.

ثم كانت المكاشفة خلال حديث رئيس الجمهورية حول قانون الخدمة المدنية، وأقول إن ما يطرحه السيسى هو الصحيح، لأننا جميعا طالما شكونا من ترهل الجهاز الإدارى والحكومى، وأن الثمانية ملايين موظف يمكن أن يخفضوا إلى أقل من 2 مليون ليرتفع الأداء.. وهلم جرا، وعندما تأتى عملية الجراحة يبدأ الصياح، مع أن الدولة لن تفصل أحدا ولن تخفض أجر أحد.. وإنما ستبدأ الإصلاح التدريجى ليتم إنقاذ الوطن من أن يبقى فى مستنقع التخلف، أى الفقر والجهل والمرض وقلة الكفاءة أبد الدهر! فإذا أضفنا لإصلاح الجهاز الإدارى، عملية نقل المقار الحكومية من القاهرة الحالية إلى العاصمة الإدارية الجديدة التى ستجهز على أحدث مستوى عالمى فإن الأمل يبدو حقيقيًا، وهنا لا أفلت الاقتراح الذى طالما سمعته من المهندس صلاح دياب حول الأهمية القصوى لنقل كل المهن المتركزة وسط القاهرة الحالية إلى تلك العاصمة الجديدة، بمعنى أن تنتقل كل عيادات الأطباء ومكاتب المحامين والمحاسبين والشركات الأخرى ليصحو الناس كل صباح وإذا بهم فى عاصمتهم التى يرونها صباح يوم الجمعة.. شوارع شبه خالية وحدائق نظيفة وقمامة مجموعة من الصباح المبكر.. ومواصلات مريحة!

كان سرسوب الأمل الذى جاءنى بعد أن صدمنى رحيل أصدقائى وضربنى الكلل هو الذى دفعنى لتأجيل الكتابة عن جيل بدأت دفعاته قيد الطلب.. هناك.
